Foreign debtor sought recognition of German confirmation order in U.S. Recognition requests should be considered first under section 1521 rather than sections 1507 and 105. The debtor, creditors and other interested parties could suffer irreparable harm for which there is no adequate remedy at law if recognition denied. Nothing prevents these creditors from participating in the foreign clams process. Because the U.S. creditors are treated "on par" with creditors as a whole, the result is not unduly burdensome
