Intervention. Liquidator in Lebanon foreign receivership sought to intervene pursuant to Rule 24(a) asserting an interest in the transaction or property that is the subject of the action. The liquidator did not commence a chapter 15. Intervention as of right allowed notwithstanding that a chapter 15 was not commenced in the U.S. Because the action was a non-bankruptcy proceeding and the liquidator does not seek to enforce any aspect of the foreign proceeding or to administer that proceeding in the U.S., a chapter 15 petition is not required for intervention.
